The purpose of RSFs is to assist the Federal Government's ability to coordinate national response to disasters in collaboration with State, local, and tribal governments.RSFs assist State, local, territorial, and tribal entities and nongovernmental organizations in the following ways:

RSFs are intended to serve as a guide for organizing response structures that will integrate and synchronize existing resources and capabilities, including Federal capabilities such as the National Response Framework, State, local, territorial, and tribal resources, and non-governmental organizations in the designated ESF regions.
